Rick Lowe is the renowned artist and community activist who founded Project Row Houses. The Project built a community that encompasses the famous row houses, in addition to rotating art installations, outdoor sculptures, a garden space with art, housing for low-and-mid income residents and young mothers, and educational programs for young people. It centers around the third ward community of Texas, which had almost been forgotten by the time of the Project's creation. Project Row Houses are more than just an homage to a poor housing development; instead, it embraces a community of creative people with a rich culture and an enormous spirit. Lowe lays a social foundation akin to the architectural foundations he supports in the Row. Visually, the architectural blueprint refers to the essence of the foundation which the art community builds on.
